Try getting a hold of a copy of  British Napoleonic Uniforms By C.E.Franklin  or British Army Uniforms from 1751-1783 by the same author. These books cover Uniforms Facings and Lace. Willie

It is a british officer from the Hyde Park Parade Set his No. is according to the catalogue  EI 10 and its editor is Dangschat. Don´t know if these are still available from him.

What is the shape of the base and are there any marks on it - those should help narrow down the editor?

This was the bright spot in a rather disappointing lot of flats...
 
Appears to be a general, but not French, Russian or Prussian, as far as I can tell. I initially thought it might be Austrian given the chapeau and plume, but the embroidery and buttons do not seem correct. The pigtail would seem to indicate pre-1800 to 1805.
 
I cannot help but admire the striking resemblance to Mussolini.
 
General from Naples perhaps?
 
I'd like to start on this but painting will be problematic if I cannot identify the uniform.
